The institute was founded in loving memory of Late Rajib Lochan Hota, the visionary founder of The Pharmaceutical College, Barpali. His untiring zeal and commitment to the cause of education served as the inspiration behind the creation of this institution.

The primary objective of the college is to impart literary, scientific, and technical education on national standards, fostering self-reliance through knowledge and innovation. Every initiative of the institution is directed towards achieving academic excellence and extending the benefits of modern pharmaceutical education and technology to society at large.

The college is approved by the Pharmacy Council of India (PCI), New Delhi, and is affiliated to the Odisha State Board of Pharmacy and the Directorate of Medical Education and Training (DMET), Odisha.
